Peel the boiled potatoes and mash them well, then let them cool.

When the potatoes are cool enough, mix in the egg, flour, salt, and pepper. Set the mixture aside.

To prepare the meat filling, heat the filling oil in a large pot and sauté the onion until soft. Add the ground beef and garlic and cook over high heat until the meat turns brown.

Add the tomatoes, parsley, sweet pepper, and salt, stir the mixture well, then cover the pot and let it simmer until the mixture dries out somewhat (15 minutes).

Take about two tablespoons of the potato mixture in your palm and flatten it, then place about two teaspoons of the meat filling in the center and wrap the filling with the potato to form a ball, and set aside.

Repeat the process with the remaining potato mixture (moisten your hand slightly with water before making each new ball, so the potato doesn't stick).

Coat the potato balls in flour and then flatten them by hand until they become thick patties.

Heat half a cup of oil in a frying pan, and fry the potato patties until they are golden on both sides (3 minutes).
