Place the chicken in a pot over heat until it boils, remove the scum from the surface, add vinegar, cinnamon, vegetable broth, and black pepper to the chicken, then let it simmer for about 40 minutes or until cooked.

After cooking, remove the bones from the chicken.

In another pot, heat the oil and butter, sauté the onion, then add the garlic, carrots, and chicken broth for 5 minutes, then add the rice.
