Place a block of rice on the work surface. Place the coconut milk and water nearby. Mix the coconut milk with the water. Create a well in the rice and gradually pour in the coconut water, stirring with a wooden spoon until a paste forms. Stop pouring the water when the paste thickens and becomes non-sticky and well-combined.

In a bowl, combine the chopped shrimp, chopped coriander, grated orange zest, sesame oil, and crushed garlic.

Using a cookie scoop, scoop round balls from the dough and flatten each ball in your palms. Place a teaspoon of the chopped shrimp in the flattened ball and completely seal the ball, rolling it in your hands.

Boil a pot of water, then reduce the heat and add a few rice balls one by one. Cook on low heat for 3 to 4 minutes until the balls are heavy and cooked through. Remove and drain, then roll in grated coconut.
