In the blender, combine the sugar, powdered milk, water, and oil, and blend until you get a thick mixture.

In a bowl, place the flour and baking powder, and pour the first mixture over them. Blend in the electric mixer until well combined. Add the eggs and vanilla and mix well.

Pour three-quarters of the cake mixture into a greased cake pan, and mix the remaining quarter with a tablespoon of cocoa powder and add it to the previous mixture. You can add the cocoa layer in random lines or place it as a second layer on top of the first layer.

Place the cake pan in the oven until the cake is cooked. When removing the cake from the oven, pour the sweetened condensed milk over it while it's hot.

To toast the semolina, heat the oil over low heat and stir the semolina until it turns golden, about 5 to 7 minutes. Sprinkle the toasted semolina on top of the marble cake.
