Steps

    Prepare a large frying pan with oil for frying the fish, place it on the heat and fry half of the fish to mix with the rice, frying it halfway and set aside.

    Prepare a pot and add 1/4 cup of vegetable oil, add a quarter of the onions and a tablespoon of garlic and stir briefly, add the fish and then add the fresh coriander, ground spices, other unground spices, and salt, stir gently then add the crushed tomatoes. Leave for five minutes on the heat then add hot water to cover the level of the fish, then leave on the heat for about 20 minutes.

    Prepare a pot for boiling the rice, add water, oil, and cardamom and let it boil then add the rice and boil it halfway then drain.

    In the same pot used for the rice, add half of the rice then add the pieces of fish that were prepared earlier with a little of the fish broth, then add the remaining rice and drain the remaining fish broth and pour it over the rice.

    Sprinkle saffron powder on one side of the rice to color it, cover and leave for 20 minutes to steam.

    Meanwhile, prepare a frying pan, add a little oil and add the remaining onions to make the filling and stir well until they wilt and turn yellow then add a small teaspoon of ground black lemon and half a small teaspoon of ground cardamom and half a small teaspoon of ground dried coriander and a little salt or to taste and stir well, then set aside and place on one side of the rice.

    Take the remaining fish and dip it in flour then fry until cooked.

    Add two tablespoons of ghee to the rice before serving.

    Remove the onions from the top of the rice and set aside then serve the rice on a serving plate and place the onion filling on top then arrange the fish on top or serve it on a separate plate as desired.
