    In a pot, heat 2 tablespoons of vegetable oil, and fry the meat pieces for 5 minutes.

    Add 4 cups of water, the peeled onion, cardamom pods, cinnamon sticks, bay leaves, and some salt and black pepper to the pot.

    Cover the pot and let it simmer on medium heat until the meat is well cooked.

    Turn off the heat, then remove the meat pieces from the broth and set aside, ensuring they stay warm for serving. Strain the meat broth and keep it aside.

    In a deep frying pan, fry the ground meat in the remaining vegetable oil and stir until the meat changes color.

    Add the rice, a little cinnamon, black pepper, and salt, and stir for two minutes, then add 3 cups of the reserved meat broth. Cover the frying pan and let it simmer on low heat for 25 minutes or until the rice is cooked.

    To prepare the sauce, melt the butter in a pot. Gradually add the flour while stirring, then add the meat stock cubes, followed by cinnamon, black pepper, and salt to taste.
