    Sauté the onion in a frying pan with oil until golden, then add the ground meat and cook until it turns brown.

    Dissolve the tomato paste in half a cup of water and add it to the meat and onion mixture. Season the mixture with black pepper and salt, and stir before letting it simmer until it boils and the sauce thickens, then remove from heat and set aside.

    In another frying pan, sauté the vegetables (parsley, dill, mint, tarragon, and green onion) in vegetable oil until tender, then remove from heat and set aside.

    Pour two cups of water into a pot and bring to a boil. Then add the rice and a teaspoon of salt, and when the rice starts boiling, reduce the heat. When the rice is slightly tender, turn off the heat, drain the rice, and let it cool.

    Blanch the grape leaves in salted water for two minutes until tender, then remove from heat, drain, and let cool.

    In a small bowl, mix the lemon juice with sugar, salt, spices, and black pepper.

    To prepare the filling, mix the rice with the sautéed vegetables, meat, and fried onion, then pour in half of the sour sauce and mix the mixture well.

    To make the dolmeh: place a tablespoon of filling in the center of a grape leaf (depending on its size) and roll it tightly. Repeat the process with the remaining filling and grape leaves.

    Arrange the rolled grape leaves in the pot to form layers, one on top of the other, without leaving any space between them.

    Add two tablespoons of oil and half a cup of hot water to the pot, cover it, and let it simmer on low heat for 30 minutes. Add more hot water as needed.
